Cross referencing multiple numbered items

I would like to insert a cross reference for multiple
items, but I am only allowed to reference a single item at
a time. So Instead of a reference looking like "[2],[3]"
(without quotes), I'd like it to look like "[2,3]". Can
this be done by chaning the field codes?

That depends on how the brackets are being inserted. If the brackets are
part of the numbering, then it probably won't be possible to do what you
want (though you can experiment with the various settings wrt "context"). If
you're inserting the brackets manually, then you'll still need two
cross-references, but you can put them both inside a single pair of
brackets.

I need the brackets within the text. So I'll have to make
a compromise and remove the brackets from the numbered
list.
