i have a document with section breaks. within section 4 the headers and
footers are the same except when it comes to page 8. the distance between the
headers on all the other pages is the same, but when it comes to page 8 the
header takes up 1/2 the page. i tried to adjusting the distance via the ruler
on the left abut one i raise the bottom margin of the header to the correct
position the header then encompasses the entire text.

On the Layout tab of Page Setup, make sure that the vertical alignment is
set to Top.
