Can I scale the ruler in 10ths

I want to scale the ruler in WORD in 10ths of an inch instead of 8ths.  Is
this possible.

AFAIK, the answer is no - at least not without some code. In
Tools>Preferences>General you can select the Measurement System of your
choice but not change the default graduation method.

If it will help, you can hold the Alt key while dragging on the Ruler to set
your Tabs, Margins & Indents, but the Ruler reverts to its default when you
release the Alt key.
