page numbers in sections printing wrong

I have a user who has a document that is split into sections.
For each section she wants the pages numbers to show page x of y.
For example Section 1 is 20 pages she wants it to show page 1 of 20 page 2
of 20 etc.
This is working on screen. When she prints the document and we have had
others try as well the page numbers show Page 1 of 1 page 2 of 2 page 3 of 3
and all the way to 20.

I don't understand why this will show correctly on screen but not printed.
Any ideas???
