formatting header with no page margins

hi I am trying to make a letterhead template. when i put my picture
letterhead into the letterhead box i cannot get it to go all the way to the
edge of the paper - even if i turn margins to zero. not a printer problem as
i can print borderless photos. what is the problem and how do i fix it

But don't be surprised if you still can't print to the edge of a page. Many
printers capable of edge-to-edge for photographs can only do so up to ~5 x
7, not on a full letter-size page. Most have minimum margin settings
required on *at least* one side to enable drawing the larger sheets through
the printer.
