can i add my own border to a document

i wish i can add my own jpg file format as a border in a word document
consist of 200 pages , instead of the borders that they are found in MS Word.
i know i can insert a pic but to add into 200 pages and to make a text box  
then i have to make a link for all these pages , it would be so hard working
for a publisher .
