I tried that...all it did was highlight headers and footers, but no new page.
Should I be in a particular "view"?

That is how it works in a word processor. The *contents* of the page will
not be duplicated. After you've inserted the page break, try copying and
pasting the text on the previous page; any text boxes, assuming these or
other objects were used to lay out the page, will follow.
