My word 2003 header is 4.5" and will not let me change it. HELP

I have tried to eliminate the 4.5" header and when I try to move the
horizontal line up ...it jumps down to around 7. Why is this happeniong and
how can I repair it.

In Word 2003 or earlier, click on File | Page Setup | Layout tab |
Vertical alignment: Top | Default | Yes | OK.  If you are prompted to
save changes to your Normal.dot global template when you exit Word, say yes.
