Letters w/ mail merge, headers, footers & breaks not printing corr

I have a l4 page letter that is linked to a mail merge. The mail merge can
have several different people that these letters need to go to. The letter
also has headers, footers, and section breaks. barcodes, and logos.
There are different form numbers within the footer that need to be printed
on the letters. Page 2 form number is different than page 3 and 4, which page
3 and 4 have the same form number.
Now my problem is that I need to have page 1 print on letterhead and the
other 3 pages print on plain paper. If I go to page set up and select tray 1
for page 1 and tray 2 for remaining pages, select Whole Document. The first
letter may print okay, but the remaining letters all print on plain paper. I
don't know if it's the section breaks that are causing the mess up or if I'm
not understanding how to get this to print correct.
