Lene and Jay, thanks for the help. I looked at the page formats and adjusted.
Well that didn't work. Heres what I tried: Page 1 is the cover page - no
page number, page two is a blank page - no page number w/continuous section
break, page 3 is the first page for my front matter, want page numbering
formatted as i, ii, iii, iv, as so on. It has an odd header and footer.
When inserting the page number, the result is iii - so far so good. When the
page number is formatted to start at i, the headers and footer shift - page 3
becomes an even header and footer format and page 4 becomes odd. Pulling out
what little hair I have left.

To get the blank page after the cover page, use an Odd Page section break.
But note that the cover (title) page should be page i. This is
printing/publishing convention. So the numbering in Section 2 should
continue from the previous section, where you can leave the header and
footer blank (those pages have numbers whether they're printed or not). Page
3 absolutely should not be an even page unless you're using a calculated
page number.
