tab key won't indent

When i use my tab, it puts me on the bottom of my page or the next page.  I
have re-set my tabs .25" .5" ... tried formatting paragraphs.  Tried Auto
Format...  "Page setup" is the same i use for other documents w/o this
problem.  Tab works on other .docs.  If i copy /paste too large of a section
of this rebellious doc, to a different Word doc, tab problem persists.  I can
copy small section to different doc, tab prob disappears. I don't have this
problem on other docs.  In fact, at the top of this 413 page doc. the tab
works correctly. What is going on? thanks
