Page layout/page color is not printed or in preview

In Word 2007, I set the page color under page layout, but it is not honored
in either print preview or when printed.  It does take watermark.  Can't the
page color/texture be printed?

Click on Office Button | Word Options | Display | check the "Print
background colors and images" box | Advanced | check the "Show
background colors and images in Print Layout view" box | OK.
