Do you place a page break before the footer? I want to include the footer on the page but can't seem to be able to put the break after the footer.

Yes.  Page breaks are inserted before the footer.

A footer is merely a means of putting the same information on one or more
pages. It is not part of the document text area and thus is unaffected by
any manual breaks you insert on the page.
