I am attempting to start a footer on page 3 of my
document.  I just want to add page numbers to my document,
starting at page 3.  How can I stop the document from
adding it to pages 1 and 2?

I'm not sure what the official WORD answer is to this question. One idea is to remove Page 1 from your document and have it as a separate document. Then return to your main document and click VIEW/HEADER-FOOTER and choose footer. Click the 3rd icon from the left on the footer toolbar and start the pages at zero. This will place the number 1 on what will be your 3rd page

I'm sure there is an easier way .. but I don't know what it is ...

put a section break next page at the bottom of page 2.
in the header/footer toolbar that will come up when you
want to number page 3, click on the Same as Previous
icon, then click on the Format Page Number Icon and
under "page numbering" click on start at and put a 3 in
the box. Back out in the footer itself and where you want
the number to appear, click on the Insert Page Number
icon and you will have page 3 showing, but not pages 1 or
2.
