You tell Word where you want the margin, and then you set the border a
certain distance (0-31 pts) from that. This means that if you want the
border the maximum distance from the margin, you must set the margin at
least 31 pts inside the printable area.
You can establish what the printable area is by setting all your margins to
0". When you try to leave the Page Setup dialog, Word will offer to fix your
margins; accept this offer and note the settings it makes. The largest
margin is the one you'll have to go with if you want the border a uniform
distance from all sides. On landscape Letter paper, you would add this to
5.5" for the inside dimension (or set a 5.5" gutter); A4 would be different.
The above applies if you're formatting individual pages (as in
http://www.mvps.org/word/FAQs/Formatting/BookletPrinting.htm) or using the
"2 pages per sheet" option in Page Setup as opposed to the one in the Print
dialog. When you use the latter, Word is reducing your text; at least from
A4 to A5 is proportional (which is *not* true from 8.5" x 11" to 5.5" x
8.5") so you have a better chance of guessing correctly, but there's still
going to be some trial and error involved.
