Template: header and footer fades and lock for editing

I’m creating a letterhead template.  The purpose of the template: The template is for electronic transfer of documents. Not print as stationary will be produced for printing purpose.
Because of the purpose of the template we have some challenges to work around:

• Header and footers cannot be faded.
• The document should be locked to prevent users from modifying Wordmark with yellow vertical bar below as header, and address field at the bottom with yellow vertical bar above the text as footer.
• Users should be able to modify Department title, which is located just above the yellow vertical bar on the opposite side of the wordmark at the top of the page
• Users should be able to modify Phone, Fax and Email which should be located just below the yellow vertical bar, and below the Department name.
• Users need to modify body text
• Page 2 and continuous pages must have “footers” that is not faded and that automatically appears when a new page is created.
• Ideally the footer on page 2 and on should be different from the footer of page 1.

My initial reaction is that you will have to find some application other
than Word to do this in.

You might be able to do this with extensive expert vba programming; I'm not
sure. The big problem is the "not fading" part. Any chance that you can,
instead, print to pdf files which will not fade the h/f?
