bullet lists and the tab key

For some reason when I am creating a bulleted list and
hit the tab key to change to the second bullet level, the
cursor simply tabs, without indenting the bullet or
changing the bullet to the second level bullet.

Does anyone know what setting must be changed for the tab
key to not only tab the bullet in but also automatically
change the bullet to the next level bullet?
