Bullet in 2000

I've recently upgraded Office from 98 to 2000. I used
heading in my documents with Document Map on so I can jump
to the heading.  With 2000 I've run into 2 problems:

1) Every time I insert a bullet I am 'flung' to the top of
my document.
2) sometimes when I try to insert a bullet that feature is
turned off and I cannot activate it for the text line. The
preceeding line ends with a hard return.  The Style (shows
headsings) shows TOC.

What is going on?  Is there a way to turn off whatever is
on?  Under Format, Autoformat, Options, I've turned off
all boxes in Autoformat and Autoformat as you type.

did you also go into bullets and numbering? you can
customize where and how the bullet is going to be placed.

Yes I have checked out these options.  But there is
nothing which relates to the 2 problems I mentioned
originally.

I now have Autoformat and Autocorrect turned off, but have
not been able to overcome these 2 problems.
