can't insert captions

I am using a template somebody else created.
When I insert an object, like a word picture or a jpeg,
it appears fine on the page.  Next, I try to insert a
caption, but the caption choice is greyed out.  If I try
to do this with an alternative method - insert,
reference, caption - caption is greyed out there too.

Why can't I insert a caption?  I notice other stuff is
greyed out too.

Any help?

I turned off the protection, and that seemed to do the
trick.  (I don't know if it was protected for 'forms' or
not)  Thanks !!!
