i have a document that a double line got into the
document between 2 paragraphs, i cant delete it

Select both paragraphs.
Format => Borders and Shading => None
It got in by someone typing a bunch of = signs and then hitting return.
Right after that happened Ctrl-Z would have changed the double-line back to
an series of = signs.
Tools => AutoCorrect (or AutoCorrect Options) => AutoFormat As You Type =>
Border lines (uncheck)
I uncheck all of the options in that section.

Try going to
Format
Paragraph
Spacing
Then set the before and after to zero
