File > Page Setup > Paper. You can save these settings in your template, but
if you have several different printers this may only work for the one you
had selected when you made the setting (different printer drivers use
different underlying values). (Catering for different printers without
manually reselecting the settings can be done, but I doubt you need that
degree of automation.)

From File > page layout, set a different first page header (you can set the
paper trays there too).
Add a temporary manual page break
You can now see what you are doing on first and subsequent pages.
Use text boxes with no borders and wrap set in the first page header to push
the text out of the way of the logo/margin. You can use a full height text
box in the header to set left or right margin larger as required.
When you are happy with first and subsequent page headers, delete the
temporary page break.
Save as a template.

In addition to the "different first page" put a CONTINUOUS
sectio break after the date.

The top part of the document you can then setup to the
margins for the logo, and the bottom part (2nd section)
format for how the rest of the doc should look.
