List, et al styles do show in Format | Styles "All
styles." However, if I use Organizer to attempt to move
these tags to my Templates, all I am allowed in "Styles
available in" is the elusive Normal.dot Template that only
lists Body Text, Default Paragraph Font, Normal.

ALL your templates should already contain these same List
styles.
If you haven't explicitly modified the style, it won't appear
in Organizer. But if you haven't modified it, there's no need
to copy it to another document, because it's already there.
Just pick it up from Format/Styles and use Apply.
Or type the style name in the Styles list in the Formatting
toolbar, then press Enter and it will be applied to the
selected paragraph(s).
As soon as you've used it once in any document, it will then
appear in the list.

In addition to what Cindy has said, note that you can force the Styles
dropdown to display *all* styles by pressing Shift while clicking the down
arrow.
