Truncated Footer in Word 97

I am using word 97, Work computer, and I am trying to
create an Large footer but there seems to be a limitation
to how large the footer can get.  There is plenty of room
on the page, but the new lines disappear after 28 Lines
(12 pt font).  I was wondering if there is some setting
that I am missing.  Just to check, I opened a new document
and it experienced the same behavior of only allowing 28
lines.

Sounds almost as if there were a frame, a table or a textbox
in the header with an "exact" height?

There is no table, txt box or anything like that, It is
just a new document and still cannont expand it any
further.  But I restructured the document so it doesn't
matter anymore, but it still might cause problems for
someone later so if you have any ideas, it might be
helpfull for them.

My experience is that a header or footer cannot exceed half the page.
