some header and footer borders disappear

I'm working on a template. Only 1 section, the default
one. Page layout is section start on odd page, and header
and footer as different odd and even, and different first
page. The problem I'm having is whenever I click inside a
header or footer, the border that I have for the footers
after the first page all disapper and the header border on
the first page header disappears as well.

Then the only way to get those borders to reappear again
is if I drag the top margin marker up on one of footers
that aren't working right and then undo the margin change.
Then everything shows up again. I've never had this happen
before and it is really annoying. I need my header/footer
borders to show up all the time. Any ideas?

Hi Clint,

Since this is a "one-time" problem, I'm guessing the
document's internal structures may be damaged. If you copy
the main body's text to a new document and recreate the page
setup and the headers/footers are things more stable?
