Header and Footer

I have a document that some how has the header applied on
the entire page. I need to delete it. I have tried
everything.

I'm not sure exactly what you mean.  But two things you
can try:  open the header, do Ctrl+A and press Delete.  
That will get rid of anything that's in the header.  
Also, check File/Page Setup/Layout tab and make sure that
Vertical Alignment is set to TOP.
