new blank document

Whenever I want a new blank document, a page with a
border appears.  Apparently I have saved the border on
the new blank document page.  If I go into
borders/shadings, I can click it off, but the next time I
want a blank document a page with the border appears.

I have tried saving a new tool bar and deleting the
border from the tool bar.  This border is acting as
though it is in a default for the new page.  How do I get
rid of it?
