Print preview vs print layout view

I have my top margin set at 1.0" with a .5" header, but in the page layout view my text starts at the very top edge of the page and ends at the very bottom of the page. when I switch to the print preview it shows the page with the correct margin and header. How do I view the page this way in the print layout view?

Hi dwolfe.  Click on Tools | Options | View | check the "White space
between pages" box | OK.
