Page Border / Printing problem

I have been trying to figure this problem out for hours.  
No matter what I attempt the Bottom Page Border is missing
when I print a document.  It shows fine when viewing the
document, until I check it in Print Preview and then I
notice the bottom border is missing.

I have tried (Format/Borders and Shading/Page Borders -
then applying borders to all sides "for whole document")
then (Options Tab/ measuring from "Edge of Page" and
adjusting the Margins).............that didnt work.

I then tried (Page SetUp and adjusting the margins there
but had no luck, although I think this must be where the
problem lies.

Can someone please offer a little assistance on this, i
would be very grateful.
