Horizontal ruler is smaller than the page

Does anybody know why the horizontal ruler would be
smaller than the page indicated in print layout or print
preview?  I tried to reduce the right margin but that
makes for more page exceeding the ruler.

help!

Is this Word 2002 or 2003? Are you tracking changes?

No but I am displaying comments which accounts for the
