If a document containing say, 3 pages has to have a 4th
page inserted at the end of page 3, Word often inserts it
after page 2 causing pages to be out of order!

If only to maintain a sense of order, how can the pages
be re-ordered without massive cut & pasting?

Word doesn't make its own decisions about where to insert pages. If your
inserted page ends up after page 2 instead of after page 3, it's because
that's where *you* put it.

Outline view can help organise your pages, but only if they begin with a
paragraph styled with an outline level style.
