Missing and Misbehaving Headers and Footers

I'm working in Word XP (2002) SP-2, and am having lots of
problems with headers and footers.  My first symptom was
the inability add page numbers using the Insert/Page
Numbers function.  When I hit View/Headers and Footers, it
takes me to the Section 2 Header, but despite all my
efforts, I can't get into the footer.  I also can't seem
to edit the header in Section 1 (title page).  If I'm in
that page when I hit View/Headers and Footers, it just
returns me to the body of the document.

Also, I can't seem to find any section breaks in the
document.  I turned off the "different first page" setting
under Layout/Headers and Footers, but that doesn't seem to
make a difference.

I'm really confused, and definitely need some advice.
