How do I put a graphic behind a header?

I have header that I use for all of my company files with the company name
and various dynamic info such as date and page number.

I now have a graphic that I want to put behind the header but the graphic
always covers up the header info even if I select behind text for the
image.

Is there a way to do what I want?

Are you actually IN View/Header and Footer when you try to put the graphic
behind the text?
