How Do You Make a Template?

I want to make a template that I can use like letterhead
stationary for other documents and I want the text box
objects to be fixed when I write to that template. I
figured it out in publisher, but the file doesn't convert
when the objects are fixed.  I would like to figure it out
in word.

I would really appreciate it!
