Bottom Border not visible in print preview

Hi
Ive looked through all help files and strings related to this but with no
luck.
I can get a footer and I can see part of the bottom border which does alter
depending on bottom margin but I can never get the full thing.  I don't need
any text on the page just the border. Using Word 20003 on Win XP with a HP
930C printer.
Any help much appreciated.
