Cannot remove "same as previous" from header

I have a document in several sections. I want to disconnect the header in
section three from the header in section 2. When I open the header in section
three and then click the "same as previous" button, the document either
freezes or crashes.

I thought I might have a corrupted section break, so I tried turning on
"all" formatting marks so I could remove the section breaks and reinsert
them. The document crashes as soon as I select "all" formatting marks in the
Tools/Options/View tab.

Any suggestions?

Create a new document. Copy each section from the old individually, omitting
the trailing section break and the final paragraph mark. Delete the old
document.
