top and bottom margin not showing in print layout

I can not get the top and bottom margin to show in print layout and they are
set to 1 inch.  It does show in print preview and prints OK.  I tried detect
and repair with no changes.  This is just an annoyance, but I would like to
put it back if I can.  I am not using any unusual tools such as comments and
the new document comes up this way.
