Restart Numbering changes margin and indent settings

What is going on when Word changes the margin and indent settings when I use
Restart Numbering? I am using the recommended right click method to do this.
It moves the margins and indents of an indented numbered list several (or in
some cases many) places to the left, but not always to the left margin.
Usually, it does this only to the first numbered line. When I reapply the
style, it resets back to numbering sequentially from the previous list,
making a loop I can only get out of by resetting the errant margins and
indents manually. What am I doing wrong?
