my top margin wont change

my cursor blinks at the very top of the page in office.  I did the self help
on changing the margins under file and then page set up and then I click on
2" margin and then I click on this point forward and then click okay.  Then I
close it out and go back in and it is still the same.  Can some one  please
help me.  This bugs me very badly, I can't stand it.

From the Tools menu, select Options and then on the view tab, check the box
against the item "White space between pages (Print view only)", or move the
mouse to the top of the page until the mouse pointed changes to two
vertically opposing arrows and a tool tip "Show white space" appears and
then left click on the mouse.
