Need to pull TOC or Outline from Header

I have a procedure manual.  Each section is numbered sequentially, in the
header. e.g. 8.1, 8.1.1, 8.1.2, using outline format. There is a NewPage
Section break between each section.

I would like to generate a table of contents from the outline structure.  
TOC will not pull from heades.  Is there anyway to do this through the
outline structure?

I cannot move the title into the body, as I need it to repeat on each page.  
I could add TC fields, but if I instert a section, the TC fields have to
updated manually, which defeats the purpose.

Any idea?

First, I doubt you need a section break between your logical sections.

Use a heading style for the first header in a section (usually Heading 1).
Format it to have a page break before.

Use a StyleRef field to repeat information from these headings in the
headers/footers.

A TOC will be very easy to set up.

The TOC cannot locate information in headers and footers because it is not
on a "page."

I said header when I meant heading, sorry. Post should read:

The problem I have with that is maintaining the manual outline sequence.  The
sections are outline numbered.  If I go back and insert a section in the
manual, all the following numbering needs to advance.  However, the manual
section may use an outline system as well.  By keeping it in the header, it
is continous.

You should set up your section numbering and outline numbering as part of a
single outline-numbered list. See
http://www.shaunakelly.com/word/numbering/OutlineNumbering.html. If you
cannot work with Word the way it was intended to be used, then I think you
have no recourse but to create your TOC based on TC fields.

Follow the link provided by Suzanne. When properly set up, automatic
numbering works very well. Again, Word cannot pick up things in headers for
automatic table of contents generation. Using headings with a StyleRef field
in the header or footer should work.
