Change the paper size in the Normal.dot template to A4 via File>Page Setup.

This seems to make change the default for all new documents. However, is
there a way to change the default for pre-existing documents?

No. Existing documents are saved with their own settings. Do you have "Allow
A4/Letter paper resizing" checked on the Print tab of Tools | Options?
