My margins are at 1'', but my text comes up at the top of page

Hi,
I've lost the viewing on the left of my documents of my top and bottom
margin. It says my margins are at 1'' correctly. When I look at print preview
my text starts at exactly 1''... But when opening a new doc. my text starts
at the very top of the page. My margins in page setup are correct and I never
changed the default settings... What happened? And how do I bring it back?

In Word, click on Tools | Options | View | check the "White space
between pages" box | OK.
