I need to create a document that is not broken by page breaks.
It needs to have a width of 24cm and no set length as its going to be
printed on continuous paper, is there a way to do this?

No. Word is page-based, with maximum page dimension 558.7mm.

The absolute maximum height and width for a page in Word is 22". You will
need to use another application (such as publisher) to create your banner.
