Having trouble viewing doc map in single document

I have a document I want to set up online as an easily accessible manual that
employees can navigate through using the document map. Therefore, I'd like
the document map to automatically appear whenever this document is opened,
and be turned off when the document is closed, so as not to confuse those who
aren't familiar with this feature. I have used the outline mode, and have
even tried creating a new template that has the document view (I don't want
to change normal.dot) chosen, but it's not seeming to "stick". When I look at
the template, it's in doc map view, but the document itself does not open
with the doc map. Or is there another method, such as a macro that
automatically runs upon opening the document, that would be more appropriate
here? Thanks for your help!

Forgot to mention that I'm using Word 2003.
