Perhaps it would work better to add a top border to each numbered item?

Try applying a top border to a numbered paragraph (using Format | Borders
and Shading or the Borders palette on the Formatting toolbar). You can use
the Border Options in the dialog to adjust the distance from text. Then
update the numbered style to include the border.
