I have a newsletter with two columns set at width 234 and space 36. When I
attempt to change the page margins for a certain area, the whole page changes
despite the highlighted text. In particular, I wanted to right and left edge
of the footer to be wider than the main text, but when I change the margins
for the footer, the entire page changes?? Thank you.

Scott,
Not quite clear what you mean exactly in the subject you mention footnote.
In the body of your question you mention footer.
If it is the footer you could try to indent into the margin by dragging the
carat marks in the ruler.
Or have I completely misjudged your question?

Don't try to change the *margins* of the footer. Change the indents instead;
give your footer paragraph negative left and right indents (use the spin
boxes in Format | Paragraph to enter negative numbers).
