How do I create a border from a picture in MSWord?

I have a .wmf picture that I want to create as a border around a page.  Is
there some way to convert this file to a .brd so I can select it as a border
from the File - Page Setup - Layout - Borders... - Page Borders - Art?

You cannot add to Word's built in border art, but see
