create own customized outline using roman numerals and bullets

I am typing an letter with two levels, The first is Roman numerals, then
within that paragraph, I need to insert a bulleted list. I cannot change the
preprogramed outline list under format/bullets & Numbering to create my own.

Your bulleted list (unless you insert the bullets by hand) will need to be
separate paragraphs. You should be able to insert paragraphs numbered with
roman numerals (Level 1) and then select a bullet style for the "numbering"
of Level 2.
