Sorry, but Word offers only two choices about spaces: piling them up in the
right margin or (if the Compatibility Options are so set), wrapping them to
the next line. Your user could use nonbreaking spaces (Ctrl+Shift+Space) to
achieve the desired effect, but, as you have pointed out, this is really
silly and imprecise.
