how do I make labels suit the page?

I have put in the correct measurements for the labels in custom labels (they
have no serial number) but it does not line up on the page in the correct
place.

You will probably have to adjust the top margin - and make sure that bothg
the page size and the printer page size are the same and that there is no
zoom option set in the print dialog.
Print to plain paper and hold it over the label sheet. If that lines up and
printing to the labels themselves doesn't the problem is with the paper
handling of your printer.
