According to what you show me here, the field shouldn't work at all. \o "101" is
totally unexpected. Are you sure you didn't mistype this?
This TOC should show Heading 7, but not Heading 1 (unless you've indeed made an
error at \o).
Try substituting the following in the TOC field and see if it makes a
difference:
{ TOC \h \z \t "Heading 1,1, Heading 2,2, Heading 3,3, Heading 7,1" }
